About this course:
Local Authorities can take over parking enforcement from the police, and over 250 have done so. Decriminalised enforcement is governed by primary legislation and those working in a notice processing / customer service role need to understand the legislation and the requirements it places on the authority and the motorist to ensure that the correct action is taken and information given in response to any enquiries. This course is designed to provide delegates with details of the legislative background to decriminalised parking enforcement and the progression path that an unpaid Penalty Charge Notice (PCN) will follow to recover the outstanding debt.
Learning outcome:
At the end of this course delegates will have been introduced to the civil parking enforcement and the legislation which controls the parking regulations and the process that a Penalty Charge Notice (PCN) follows if it is not paid. They will be able to list the main contravention codes and describe the supporting evidence that they can expect to see recorded by the CEO for each contravention. They will be able to state the timescales applicable at each recovery stage and the challenge and appeal process which needs to be followed.
